Geneva Agreement (1966)

The Agreement to resolve the controversy between Venezuela and the United Kingdom of Great Britain and Northern Ireland on the border between Venezuela and the British Guyana, signed in Ginebra (Switzerland) on 17 February 1966. This agreement is better known as Agreement of Ginebra. It is a valid treaty signed by Venezuela, and the United Kingdom, in which the steps for resolution of the border controversy were detailed. Territory on the Guyana Esequiba on the Venezuela containment in front of the UN, in 1962, to consider non-existent the Referee's decision of Paris of 1899 that issued the Referee's Court of Paris and that defined the common border between Venezuela and British Guyana. The decision of the court remained to make public the Memorandum of Severo Mallet Prevost and other documents that engaged the validity of the decision.
==The Agreement==
The Agreement of Ginebra was published in the Official Gazette of Venezuela on 15 April 1966. Three months after the agreement, on 26 May 1966, the colony of British Guyana received the independence. British Guyana became "Republic of Guyana" (and from 1970: ''Cooperative'' Republic of Guyana), and formed part of the agreement as an sovereign and independent country beside United Kingdom and Venezuela.〔(【引用サイトリンク】title=Guyana - The Cooperative Republic )
The Agreement of Ginebra is a transitory agreement to arrive to a definite solution. Therefore, the area in claim finds under the authority of the Government of Guyana until it did not resolve something different according to the treaty. The first article of the document recognizes the containment of Venezuela to consider ''invalid and írrito'.〔(Texto del Acuerdo de Ginebra de 1966 )〕 United Kingdom and Guyana (then British Guyana).
In the Agreement of Ginebra establishes the creation of an integrated Mixed Commission by representatives of Venezuela and of British Guyana. In a 4-year term, they would have to decide what could be the solution to the bordering problem, once won this term, subscribes in 1970 the Protocol of Port Spain〔(Texto del Protocolo de Puerto España de 1970 )〕 between Guyana, United Kingdom and Venezuela whereby froze “”, by a term of 12 years, part of the Agreement of Ginebra. In 1982 Venezuela decides not ratifying the Protocol of Port Spain and goes back to the established in the agreement.
In 1983 Venezuela proposes the direct negotiation with Guyana but this does not accept and proposes three alternatives (General Assembly of the UN, Council of Security or International Court of Justice) that Venezuela refuses.
This same year of 1983, by initiative of Venezuela, the bordering conflict carries under the auspices of the Secretary General of the United Nations, in concordance to the foreseen in the ''article IV numeral 2'' of the agreement and apegados to the article 33º of the Letter of the United Nations concerning the means of peaceful solutions of controversies.〔(【引用サイトリンク】title=Bolivar Weather Forecasts - Maps - News - Yahoo Clima Venezuela )
In 1987 Guyana and Venezuela decide to accept the method of the Good Jobs that begins to work from 1989 in the person of a ''Good oficiante'' elected and accepted by the parts.
